Provides city legislative programs. DIRECTORY INFORMATION: Newport News City Council regularly meets at 7.30PM on the second and fourth Tuesdays of each month to take official action on matters before it. Business to be considered during the council meeting is itemized on a printed agenda. SERVICES: Newport News, Virginia's fourth largest independent city, is administered by a council-manager form of government. City council is the policy determining body of the city and is vested with all the rights and powers as specified by law. Planning and policy decisions are made by the city council and are carried out by a team of professional administrators headed by the city manager. The city council appoints the city manager, city attorney, and city clerk. City council also appoints members to various boards, commissions, and authorities whose function is to study closely and recommend policy on a wide range of matters, such as planning, zoning appeals, airport, human affairs, and redevelopment and housing. City council has the power to adopt its own rules of procedure, which provide for the time and place of holding regular city council meetings, and for the calling of special meetings by the Mayor, the city manager, or any three members of city council. No ordinance resolution, motion, or vote can be adopted by city council execpt at a public meeting. Voting is by roll call and recorded by city clerk. City council must act by ordinance, and ordinances may be introduced by any member of city council at any regular or special meeting. When approved and adopted, ordinances amend, repeal, or supplement sections of the city code. City council may also take official action by resolution to establish city policy, or give direction to appointed staff. A resolution calling for a referendum may be used to seek guidence from voters.
