Provides through citizen and agency participation, a forum for the expression of common community health, welfare, cultural, recreational service needs and concerns. Studies, evaluates and interprets availabale resources; plans and implements new services. FEES: Charges for certain services: some services are free, other services (i.e. evaluations and studies) are provided on a contractual basis.
