Appoint the City Manager, City Attorney, City Clerk, High Constable, City Auditor, and City Assessor. (2). Adopt ordinances and appropriate money for all purposes. (3). Determine the rate of taxation. (4). Have charge of the sale and lease of city property. (5). Fix salaries of officers and employees of the city, except their own. Salaries of Council members are fixed by the General Assembly of the Commonwealth of Virginia. (6). Appoint members of the School Board and other Boards and Commissions. (7). Fill vacancies on the Council. (8). Elect the Mayor from among members of the Council. Additionally, Council is instrumental in implementing the establishment of neighborhoods, senior service and multiple community service centers, and engages in community planning and development in coordination with City agencies. Council administrative services include budget hearings and voting on budgets submitted by the City agencies. TYPE OF ORGANIZATION: The City Council, the legislative branch of the city government, is elected by the voters of Norfolk for a term of four years. Elections are held on Tuesday after the first Monday in May of even numbered years. Terms of Councilmen begin July 1 following date of their election. The President and acting President are elected from members of Council. The President of the Council is also the Mayor, and is entitled to vote, but has no veto power. The Mayor is the official head of the city in ceremonials. In the Mayor's absence the Vice-Mayor serves as acting President of the Council. OTHER COMMENTS: Any qualified voter is eligible to become a member of the City Council. To be nominated as a candidate, one must adhere to the qualifications of the state code.
